WP 2 Foresight Methodology Definition

Objectives

The aim of this work package is to analyse different foresight exercises ìBest Practices Foresight exercisesî which have been developed until now, in EU and be able to develop a common ìForesight Methodology on Regional Innovation Strategiesî. To develop this Methodology it will also be interesting to exploit the experiences and out-comes from the European RIS/RIS+/RISI programmes. A draft methodology will be developed by the participant scientific agents (producers of the methodology). Then, such methodologies will be contrasted by the opinion of the Regional Authorities, in charge of the innovation policies (users of the methodology), in order to establish an own methodological proposal. This will be developed in two steps:

  • At the beginning of the project: the methodological proposal will be developed from 1st month to the third one, in order to be applied in next work packages of the project.
  • At the end of the project, between 21st month and 24th month, a Trans-regional Foresight Methodology Guide will be developed, taking into account the feed back of the project execution.

Description of work

The steps to follow in order to develop this work package are:

Task 2.1. Identification of Regional/National Methodologies for a Foresight Exercise.

Foresight experts will be in charge or identifying the different methods -state of art- which are actually using at regional or national level to develop a foresight exercise. Then, such methodologies will be contrasted by the opinion of the regional authorities in charge of the innovation policies.

Task 2.2 Transregional Methodological Synthesis

The work package manager, with all the expertís contributions, will develop a trans-regional foresight methodology proposal. This proposal will be validated for all the partners.

Task 2.3. Development of the Trans-regional Foresight Methodology Guide

After the development of work package 4, a Trans-regional Foresight Methodology Guide will be developed, improving the document elaborated at first stage of the project with the retrofitting of the project.
