ForTransRIS project was submitted on the 2005 Call “Support to mutual learning and co-ordination in research policy making (FP6-2005-RTD-OMC-NET)” and finally approved in December 2006 among other 9 projects. Next OMC-NET call for proposals will take place in the second semester of 2007, probably on December, with an indicative budget of 8 million Euro.

Support to mutual learning and co-ordination in research policy making - RTD-OMC-NET

In order to achieve the Lisbon objectives and make the Europe of knowledge a reality, Europe needs to increase and improve investment in R&D. This requires also improving the effectiveness and coherence of research policies at European, national and regional levels.

The first cycle of application of the open method of coordination (OMC) to the 3% Lisbon objective provides an overview of the Member States policies in a number of areas, improves mutual learning and leads to a number of policy recommendations adopted by the Scientific and Technical Research Committee of the European Commission (CREST) in October 2004.

A second cycle was launched in January 2005 with five expert groups focussing each on a specific policy topic. In the light of the experience there is a need to complement the multilateral coordination through CREST by supporting initiatives undertaken by several Member States on specific research policy issues of common interest. This would enable Member States to address issues not covered by CREST and would provide additional resources to foster the development of policy coordination activities.

This action was targeted at national and regional authorities and may involve where appropriate other relevant stakeholders active in research policy making. It was implemented through a call for proposals for coordination actions.
